The European Electronic Health Record Exchange Format (EEHRxF) Community of Excellence (CoE) serves as an open, collaborative forum for experts from various sectors – industry, government, academia, and civil society – to exchange knowledge and insights on the European Electronic Health Record Exchange Format (EEHRxF) and the European Health Data Space (EHDS). This Community emphasises the value of individual contributions and minimises the need for organizational approvals, creating an environment for dialogue and thought leadership around EEHRxF and EHDS.

The EEHRxF Community of Excellence is structured as a community for individual experts, not directly representing their organizations, interested in accelerating the health data interoperability in Europe. The experts come from different stakeholder groups in the European digital health ecosystem. This provides the Community with a diverse and balanced view of issues related to the development and adoption of the EEHRxF.

The Community of Excellence is powered by xShare project and will create synergies with xShare’s Regulators and Industry Forums. It also connects to the EEHRxF Standards and Policy Hub, which will be its ultimate home after the end of the project.

The CoE is established to drive the following goals:

  1. Open knowledge exchange: Enable individuals to share knowledge, insights, and experiences to raise awareness about and accelerate adoption of EEHRxF and EHDS.
  2. Collaboration and synergy: Encourage interaction across sectors and fields to maximise the impact of shared insights and developments.
  3. Platform for thought leadership: Provide a platform for members to generate thought leadership pieces (articles, interviews, policy papers) about European EHRxF, to be later shared by the xShare project and Under the Hub newsletter.
  4. Contribute to strategic roadmap: Gather individual contributions to support the development of a roadmap that ensures the business viability of the European EHRxF Standards and Policy Hub (a new legal entity) to and contribute to practical guidance for EHDS implementation.
  5. Contribute to the European EHRxF standards: Participate and contribute as experts to the development of specifications, testing and validation of EEHRxF-related interoperability assets.
  6. EHDS Board support: As needed, the Community of Excellence will share best practices and insights that can inform the EHDS Board (Art. 65)
  7. Liaison to the relevant European EHRxF projects and initiatives: Serves as an informal link to partner projects and initiatives including EHDS Stakeholder Forum.
