Stage 2: Innovation & Implementation

Stage 2 translates EHDS concepts into actionable implementation, showcasing the technical, regulatory, and operational components required to enable interoperable health data exchange across Europe.

At the core of this stage is the adoption of standards and tools, including:

  • HL7 FHIR Implementation Guides for domains such as medication, laboratory data, and imaging
  • The xShare “Yellow Button”, enabling citizens to easily access and share their health data in a portable format
  • GDPR-compliant data portability frameworks, bridging legal requirements with technical solutions

The stage also highlights:

  • Adoption kits and toolboxes, supporting stakeholders in deploying EHDS-aligned solutions
  • Harmonised datasets and interoperability frameworks, enabling consistent data use across healthcare and research
  • Industry frameworks such as the xShare Label, fostering trust, compliance, and market readiness
  • Emerging innovations, including personal digital twins and advanced data-driven healthcare models

From policy to practice, this stage demonstrates how EHDS can be operationalised through the alignment of technology, standards, governance, and market adoption.
